New York’s Landmark Legislation Covers Health and Wellness Training for Construction

The proposed law would require all workers and supervisors holding Site Safety Training (SST) cards to complete mental health and wellness training. The bill also calls for free Naloxone kits to be available on construction sites and for workers to receive training in their use.

This legislation builds upon Local Law 196 of 2017, which already mandates up to 40 hours of safety training for certain construction workers. The New York State Department of Environmental Conservation (DEC) announced the start of construction on the ReGeneration Campus in Hudson, New York, in a press release dated November 1, 2025. The $7.1 million environmental education center, operated by the nonprofit Kite’s Nest, is designed to serve as a hub for youth leadership, environmental justice, and sustainability education.

Spanning two acres, the campus will feature an 8,500-square-foot facility with classrooms, a learning kitchen, a performance space, digital media labs, and a greenhouse completed in 2022. The design incorporates green building principles and accessibility standards, reflecting the state’s ongoing investment in sustainable community infrastructure. The project not only creates jobs but also strengthens local education and environmental awareness—demonstrating how construction can directly contribute to New York’s broader sustainability goals.

Together, these three projects highlight how New York’s construction industry is transforming to meet modern challenges. The introduction of mental health and wellness requirements for construction workers marks a milestone in workforce safety and awareness.
